The existing path along the B7066 past Polkemmet Country Park, between Greenrigg and Heartlands in Whitburn will be resurfaced and widened to 3m for dual use for both pedestrians and cyclists.
The changes aim to create a safe, traffic-free route for cyclists going between the two communities, and encourage active travel by local residents.
Council Leader Lawrence Fitzpatrick said: "West Lothian already has a significant number of shared footway/cycleways, and I'm pleased to support the creation of another one.
"We hope it will encourage more people to consider active travel, such as cycling or scooting, and improve access to the popular Polkemmet Country Park."
A traffic order will now be advertised regarding changing the use of the path.
